Bessemer Emergency Housing Repair Program
Navigate helps Bessemer homeowners stay safe at home through critical repairs and community development.
Helping homeowners stay safe, stable, and rooted in their community
Bessemer home repairs are an important part of Navigate Affordable Housing Partners’ community development work. Through our partnership with the City of Bessemer, Navigate administers critical repairs that help low-income homeowners remain safely in their homes.
Since 2024, Navigate has administered the Bessemer Emergency Repair Program for the City of Bessemer. The initiative provides essential repairs for low-income homeowners, supporting home safety, habitability, and long-term neighborhood stability.
This work reflects a simple truth. Community development is not only about building new housing. It is also about preserving existing homes, protecting residents, and strengthening neighborhoods from within.
Why Bessemer home repairs matter
The City of Bessemer is home to many neighborhoods, communities, and affordable housing options. It is also a community where many residents face housing stability challenges. Bessemer has a population of 25,890 people, nearly 8,600 senior residents above age 65, and 32 percent of residents living below the poverty line.
For many older homeowners, a needed repair can quickly become a serious threat. A leaking roof can cause water damage. Unsafe steps can limit mobility. Aging HVAC systems can make a home difficult to live in during extreme temperatures. Plumbing, electrical, and bathroom issues can also affect health, safety, and independence.
The Bessemer Emergency Housing Repair Program helps address these urgent needs before they lead to displacement.
In 2025, the program delivered more than 50 critical home repairs for 20 households. These repairs protected health, safety, and neighborhood stability. Work ranged from roof replacements to plumbing and electrical repairs.
Bessemer home repairs completed through the program
Through Community Development Block Grant resources and Navigate’s direct support, the program completed critical work across the city.
As of April 2026, program highlights included:
| Repair Type | Completed |
|---|---|
| Roof repairs | 19 |
| HVAC system upgrades | 16 |
| Bathroom renovations | 10 |
| ADA-compliant ramps | 6 |
| Critical repairs completed | 52 |
The CDBG budget in 2025 was $498,521. Navigate contributed $78,100 Navigate for bathroom renovations.
These repairs are more than construction projects. Each one improves homeowners’ daily lives. Program materials include homeowner feedback after roof and deck replacements. One homeowner said the new roof meant “not a drip in sight,” while another described a new deck and steps as “freedom.”

Bessemer home repairs as community development
Community development works best when it connects housing, health, safety, and neighborhood stability. That is what the Bessemer Emergency Housing Repair Program does.
The program helps homeowners age in place. It also preserves existing affordable housing. In many communities, the most affordable home is the one a resident already owns. When that home is repaired, the homeowner can remain rooted in their neighborhood.
This approach benefits more than one household. It helps stabilize blocks, protect housing stock, and support neighborhood confidence.
Navigate’s role includes program administration, contractor coordination, project oversight, and quality control. General Contractors and Licensed Home Builders were invited to bid on repair projects across Bessemer. Navigate evaluated bids based on qualifications, ability to serve the community’s best interests, quality, budgets, and timelines.
That structure helps public resources become visible in the community impact.
