Our Beginnings
Navigate Affordable Housing Partners (Navigate), formerly the Jefferson County Assisted Housing Corporation (JeffCo), is a 501(c)(3) nonprofit organization incorporated in 1980. And, it is the inaugural Board of Directors we must thank for charting a mission, business and purpose path built on solutions. As individual business and community leaders, they saw a need for affordable housing for the elderly and disabled in what was at the time rural Jefferson County, Alabama. Rather than looking to others for answers, they formed Navigate (then JeffCo) and developed 100 units of affordable housing for those elderly and disabled families.
It was this Solutions mindset that carried the organization through the 1980s and 1990s where matters of housing preservation, stabilization, and development were at the forefront. That included:
- serving as the lead developer on a single family neighborhood in conjunction with the Federal Emergency Management Agency (FEMA) and other government partners to rebuild 20 homes in a rural neighborhood eliminated by a tornado,
- approval as the compliance agent on the nation’s first pooled bond transaction securitized with future capital fund grants totaling $124M, and resulting in participating public housing authorities across Alabama being able to finance much needed physical repairs and improvements,
- being one of the first entities in the country to provide monitoring and administrative oversight of escrow accounts and rehabilitation activities on multifamily properties throughout the state of Alabama which resulted in the preservation of over 2,000 units of affordable housing
Over the past twenty years, this solutions approach has resulted in the Corporation refining its work to better address the housing needs of the people and communities it serves. The Corporation’s work now falls into one of three areas:

The Board of Directors also made the bold move to change the corporation’s name during this same time. They believed it was important that the Corporation’s name accurately reflect the mission and the organization’s role in the housing industry. It was at this time that the name was changed to Navigate Affordable Housing Partners, Incorporated. The mission, vision, and core values are:
Navigate exists to ensure fair and equal access to housing in safe, healthy, revitalized communities.
Navigate aspires to be an agent of positive change for people, communities, and the industry.

As we look to the future, we will fulfill Navigate’s mission and strive to build on the legacy established by the first Board of Directors by providing solutions to the community’s needs.
