A key responsibility of a PBCA is safeguarding federal affordable housing funds by reducing subsidy payment errors and supporting timely, accurate processing. Navigate helps ensure vouchers are complete and consistent with required documentation by performing validation and reconciliation checks before vouchers are submitted through HUD systems for payment.

PBRA and HCV are both part of “Section 8,” but they work differently. PBRA (Project-Based Rental Assistance) is tied to specific apartments at specific properties under HUD contracts, meaning the assistance stays with the unit. HCV (Housing Choice Vouchers) is tenant-based assistance administered by local public housing agencies (PHAs), allowing eligible families to rent qualifying units in the private market.Learn More
