Support for Housing Providers in Virginia Disaster Recovery
HUD is coordinating closely with Public Housing Agencies (PHAs), local governments, and multifamily property owners to ease the recovery process in Virginia.
- Available housing data is shared with FEMA and the state to identify units for displaced residents.
- PHAs can request waivers and regulatory flexibility to speed up local response.
- Programs impacted include Housing Choice Vouchers, Public Housing, and Project-Based Rental Assistance.
- Navigate Affordable Housing Partners, as Virginia’s PBCA, is ready to support owners and agents managing HUD-assisted properties.
To be eligible for waivers, PHAs must be in a Presidentially Declared Major Disaster area and submit requests within four months of the declaration. View the latest guidance in PIH Notice 2021-34 (PDF) and the Federal Register Disaster Relief Notice.
HUD Loan Programs Drive Virginia Disaster Recovery
Rebuilding homes is central to Virginia disaster recovery, and HUD’s loan programs provide immediate solutions.
- Section 203(h) – Mortgage Insurance for Disaster Victims This program offers 100% financing, including closing costs, for those whose homes were destroyed or significantly damaged.
- Section 203(k) – Rehabilitation Mortgage Insurance Allows individuals to purchase or refinance and repair homes using a single loan. Homeowners may also finance repairs for their existing properties.
These tools offer a lifeline to those without insurance or sufficient savings. Visit the FHA Disaster Relief site for complete details.
Foreclosure Relief and Mortgage Flexibility
To protect homeowners during recovery:
- A 90-day foreclosure moratorium applies to all FHA-insured mortgages in affected areas.
- Home Equity Conversion Mortgages receive an automatic 90-day extension.
- Conventional borrowers may qualify for additional relief from their servicer.
Call the FHA Resource Center at 1-800-304-9320 for guidance or visit the FHA Disaster Relief site.
