Updated HOTMA Forms Now Available for Public Feedback

The Office of Multifamily Housing Programs has released updated Housing Opportunity Through Modernization Act of 2016 (HOTMA) forms. These documents are now available on HUD’s Drafting Table, giving stakeholders time to review and provide input before final adoption.

The deadline for public comment is October 17, 2025, following a correction that extended the original date.

Why Updated HOTMA Forms Matter

Affordable housing providers, residents, and advocates rely on accurate forms to ensure compliance with HUD’s tenant eligibility, rent procedures, and program requirements. By updating HOTMA forms, HUD aims to:

  • Simplify compliance for property owners and agents.
  • Provide clarity to residents regarding their rights, responsibilities, and income verification.
  • Modernize multifamily housing processes to improve program integrity.

These updates impact numerous forms commonly used in multifamily housing operations, including model leases, tenant eligibility certifications, and Enterprise Income Verification (EIV) access documents.

How to Submit Feedback

HUD is encouraging stakeholders—including property owners, managers, residents, and advocacy groups—to provide feedback. To submit comments:

  1. Visit Reginfo.gov.
  2. Select Currently under Review—Open for Public Comments.
  3. Search using “Department of Housing and Urban Development.”
  4. Look for OMB Control Number 2502-0204.

All comments must be received by October 17, 2025.
