HUD: Do not include temporary Census income

This week, the U.S. Department of Housing and Urban Development (HUD) sent a reminder about “Census Income and Housing Assistance.” HUD treats “income due to temporary employment” differently.

Here is a direct quote from HUD Notice PIH 2-17-05 (HA):

3. Exclusion of income. Pursuant to Section 24 CFR 5.609(c)(9), temporary, nonrecurring and sporadic income is not included when determining a family’s annual income. Under this exclusion, PHAs exclude temporary income payments from the U.S. Census Bureau, defined as employment lasting no longer than 180 days per year and not culminating in permanent employment. Other HUD grantees that are subject to the definition of annual income in 24 CFR 5.609 should also exclude these temporary income payments from the U.S. Census Bureau when calculating a family’s annual income.

FSS Program and Jobs Plus Grant Manager Anice Schervish Chenault also highlighted the Census Bureau is hiring. She encouraged FSS programs to invite the local census to a “job fair or special event on-site.”

“People with criminal backgrounds are encouraged to apply and will be reviewed,” the email reads. “Positions generally start well over minimum wage and can last several months.”
