HAT Application 2019 Step 1 of 7 14% About HATThe Housing Affordability Trust (HAT) is an irrevocable charitable foundation formed by a Joint Venture between the Jefferson County Housing Authority (JCHA) and Navigate Affordable Housing Partners (Navigate). Through this Joint Venture, with the JCHA, Navigate has served as the U.S. Department of Housing and Urban Development’s Section 8 Performance-Based Contract Administrator in the states of Alabama, Mississippi, Virginia and Connecticut for over a decade. Profits from this work have been placed into the Trust to fund affordable housing projects and programs. Fiduciary services for the Trust are provided by Synovus Financial Corporation.Application DeadlineThe application deadline is May 10, 2019 at 4:00PM CST.Eligibility CriteriaQualified applicants for HAT funds are Governmental Authorities and Qualified Charities that do the following: (i) promote and advance housing projects for persons who are members of low-income families and very low-income families, including elderly and handicapped persons, by financing the acquisition, construction, and maintenance of one or more buildings and related facilities; and, (ii) promote the common good and general welfare by providing decent, safe, and sanitary housing in the Birmingham-Hoover Metropolitan Statistical Area (MSA).*The term “Qualified Charities” means organizations described in Sections 501(c)(3) and 170(b)(1)(A) of the Code, contributions to which would be allowable as a deduction under Sections 170(a), 2055(a) or 2522(a) or (b) of the Code. Two Areas of Funding 1) Capital Fund- Money available for affordable housing rehabilitation, new construction or capital improvements. 2) Programming Fund- Money available for programs and/or services related to affordable housing for qualified recipients, such as but not limited to, the operation of homeless shelters and job training programs. Priority Criteria All other things being equal, preference will be given to the following types of proposals: (1) Proposals that leverage other funding. (2) Proposals that request loans as opposed to grants. Organizational Standards The Application Package must contain the certification that the organization complies with the following: (1) Documentation of nonprofit status, such as Internal Revenue Service Letter of Determination. (2) Conduct business without discrimination on the basis of race, religion, gender, sexual preference, age, marital status, disability or national origin. (3) The organization must be governed by a voluntary Board of Directors (or similar body). (4) Board members are not employees or relatives of employees. (5) The mission, projects and programs of the organization are consistent with the intent of the Housing Affordability Trust. (6) The organization’s business is carried out in accordance with sound management practices. Board actions are recorded in Minutes. (7) The Board approves an annual operating budget. The organization utilizes appropriate accounting practices and undergoes an independent audit annually. (8) Conflict of Interest Statement from the organization governing body. (9) Proposals involving the proposed purchase of property must obtain an appraisal of the identified property. If funded, this will be an eligible reimbursement item. (10) The awardees must commence work within 90 days of the award date and complete the work within 12 months of the award date. Money not spent within 12 months will not be reimbursed. Evidence of compliance with the Organizational Standards may be requested at any time during the application process.
