A Historic Investment to End Homelessness

Earlier this week, the US Department of Housing and Urban Development (HUD) made a remarkable announcement – they are investing more than $3.1 billion in funding to support organizations that cater to the needs of homeless individuals across the country. This funding opportunity is part of the Continuum of Care program competition and is the largest single-year investment ever made to combat homelessness in communities.

As CEO of Navigate Affordable Housing Partners, I strongly believe that affordable and high-quality housing should be within reach for every individual. It is unacceptable for anyone to be without a secure and stable home. The generous funding from HUD is a significant milestone toward achieving this goal. It is a critical resource that will aid in implementing evidence-based and person-centered solutions to support homeless individuals, families, and youth.

CoC Program: A Crucial Tool in the Fight Against Homelessness

The Continuum of Care Program is a crucial tool in fighting homelessness, providing the largest federal grant funding for housing programs and services. Each year, around 7,000 projects receive funding through this program, enabling nonprofit providers, agencies, and state and local governments to make a real impact on the lives of those in need.

I urge all organizations dedicated to ending homelessness to make the most of this funding opportunity. Let’s work together to establish a nationwide support system that guarantees everyone a shot at stability and safety. Whether renewing ongoing initiatives, seeking fresh ones, or reallocating resources where necessary, we can fortify our collaborative endeavors and bring about a significant change in the lives of those who need it the most.

How HUD’s Funding Makes a Real Impact

The Notice of Funding Opportunity (NOFO) for this year introduces fresh initiatives that aim to tackle homelessness in rural areas and ensure adherence to the Violence Against Women Act (VAWA) Reauthorization Act of 2022. The NOFO also highlights the pressing requirement to offer assistance to survivors of domestic violence, dating violence, sexual assault, and stalking, as well as young people and individuals facing the specific adversities of homelessness in rural America.

In addition, HUD seeks projects that prioritize a Housing First approach, reduce unsheltered homelessness, improve system performance, and partner with housing and health agencies to coordinate comprehensive support services.

I am particularly pleased to see the emphasis on engaging people with lived experiences of homelessness in decision-making. Their voices and insights are invaluable in shaping effective solutions and ensuring that the support provided is truly transformative.

At Navigate, we are committed to playing our part in increasing the supply of affordable housing and expanding housing options for all. One of our Core Values is Innovation, which we work to accomplish through partnerships with the community and through our Navigate Gives Back grants. We’ve awarded grants to organizations like The Foundry in Birmingham, Mercy Housing & Shelter in Connecticut, and Rescue Mission Ministries in Virginia. Together, we can create a future where every person has a place to call home—a future where homelessness is no longer a reality.

Apply for the FY 2023 CoC Program NOFO

Applications for the FY 2023 CoC Program NOFO are due to HUD on September 28, 2023. I encourage you to visit the HUD website for additional information and to explore how your organization can be part of this historic opportunity.

Let us continue to work together, empower communities, and make a lasting impact on the lives of those who need it most.
