CEO McCarroll writes op-ed for Federal Times

Federal Times recently published an opinion piece, “Can politics be put aside for a successful government reorg,” by Navigate CEO Lisa McCarroll. In the piece, McCarroll looks at current and past attempts to transform the federal government and how the U.S. Department of Housing and Urban Development’s competitive Performance-Based Contract Administrators (PBCA) “selection process is a prime example of how government should work.”

 “It demonstrates what can be accomplished,” McCarroll writes, “when the best practices and flexibility often seen in the private sector are applied to the administration of HUD contracts.”

HUD has tried to move away from competitive contracting in recent years, and an attempt for a rebidwas cancelled in March 2018 “amid a flurry of concern and opposition.”

“HUD now has the opportunity to get it right,” McCarroll continues,”by working with the very PBCAs that have made the project-based rental assistance program a success.”
